April 16, 1987. New York, NY. A new smoking law is implemented in New York State. On May 7, 1987 smoking was banned in public indoor areas. Adopted by the State Public Health Council, the rules prohibited smoking in virtually all public indoor areas and just about any indoor place where the public gathers. Smoking was also restricted at offices and restaurants. Support groups to help people quit smoking are formed and certificates issued.
