Crowd welcoming Yasser Arafat, the leader of PLO, before his speech at the UN General Assembly. The war of October 1973 altered perceptions of the PLO, afterwards being recognized by Arabic countries as "the sole legitimate spokesman of the Palestinian people", and by having links with Moscow strengthened. Arafat helped international relations by coming to UN headquarters to speak, the first by a non-governmental organization.
