14 Oct 1971, Cincinnati, Ohio, USA --- Doctor Eugene L. Saenger, head of Atomic Radiation Research, in his office. A key figure in the atomic energy scandal that broke after it was revealed that 61 Afro-Americans were used as guinea pigs, along with 12 others, in a military study at the University of Cincinnati Medical Center to measure radiation levels ten times higher than normal. 25 of the patients died. The tests were conducted from 1960 - 1972 by Eugene L. Saenger, a radiology health specialist.
